What is a Data View?

The WISEdash Public Portal provides a selector on the WISEdash portal gray filter pane that lets users choose between a Certified Data View and a Current Data View. Differences between the two data views are relatively small and inconsequential for most casual users. Differences arise primarily due to timing of availability of underlying data collections and the ongoing task of resolving duplicate student identifiers (WSNs).

Data View Definitions

The WISEdash Public Portal provides two distinct sets of data, or Data Views, for most data topics (ACT, AP, WSAS, Attendance, Enrollment, High School Completion): the Certified Data View and the Current Data View.  Postsecondary Enrollment uses the Current Data View only and does not offer a selection.  The WISEdash Public Portal user can switch between these two data sets using the Data View selector in the gray filter pane section at the top of each dashboard.  Differences between the two data views are relatively small and inconsequential for most casual users.  Differences arise primarily due to timing of availability of underlying data collections and the ongoing task of resolving duplicate student identifiers (WSNs).

Providing two data views for each topic of data is new for DPI.  DPI ensures both data views are valid, accurate, complete, and consistent across data topics. Improved technology now allows DPI to link and combine student data in different ways and provide new perspectives on the data.  Enrollment data can be reported sooner as well as other topics that rely on that enrollment data.

Certified Data View

The data set that appears in the graphs when the Certified data view is selected maintains an “official” static version of the data which provides consistent reporting over time.  Wherever possible, the data sources are the same as those reported historically in the WINSS data analysis tool.  In most cases, the WISEdash Certified data view produces identical counts, averages, and rates as previously reported in WINSS.  No data modifications are performed to merge or discard duplicate student reporting after the initial release of the certified results.  

Some topics can identify a separate district/school to be accountable for a student’s outcomes that is different from the district/school submitting the data. If a student record separately identifies an accountable district/school, then that accountable district/school is used for reporting purposes in the WISEdash Certified data view.

Data dependencies require that all data sources be in the final “certified” status to publish a Certified data view topic.  This can cause a delay of up to several months for all dependent data sources to be finalized for use in the Certified data view.  For example, most of our data topics require the ISES CD and YE collections to be completed before the Certified data view is published since the student demographics from these collections are utilized for this view.

The CERTIFIED data view is the DPI- and school district-certified version of data in its final publication state.  In the Certified data view, students are associated with the district for their performance and progress. The Certified version is for users who want data that have been validated and published through formal DPI processes and that reflect the district of accountability.

Current Data View

The Current data view is a somewhat more dynamic version of the same data sets used in the Certified data view.  Over time, minor adjustments are made to selected student records that are interconnected to the data topics being presented in each dashboard.  Duplicate student identifiers are merged or removed.  These modifications can cause minor changes to student counts, averages, rates, and the assigned student demographic attributes such as economic status and English Language Learner (ELL) status.  All data for all school years in the Current data view are periodically refreshed to reflect these updates to the interdependencies.  

The Current data view always reports the district/school that has submitted a student record, regardless of whether a separate accountable district/school is also identified in the record.  Two exceptions are High School Completion and Postsecondary Enrollment which always use the accountable district/school.

The data interdepencies are different for the Current data view.  Data sources and reporting requirements have been chosen to allow more timely reporting of certain topics such as ACT exam and postsecondary (college) enrollment results.

The CURRENT data view displays minor count changes (down or up) that may occur after publication, primarily due to post-publication resolution of issues involving student identifiers.  Issues include a single student having multiple identifiers or multiple students having the same identifier.  The Current version is for users who want to preview data before the data are official or users who want data that reflect final resolution of issues involving student identifiers after the Certified version is published.

The Postsecondary Enrollment dashboards are in Current View by default, and do not display a Data View selector.

Dashboard Information

WISEdash is a very dynamic dashboard.  Because of the dynamic nature of the dashboard what is viewed when a user starts to use WISEdash is determined by the dashboard selected.  Initial setting of School Year is determined by first dashboard selected that contains School Year (any dashboard except the two trends for each topic).  School Year is set to the latest available year for both certified and current combined (which is always corresponds to the latest for current).  School Year filter is then maintained across topics unless a topic doesn’t have the available year, then the prior rule is invoked to select the latest.

Data Availability Timeline

All data availability and update timelines are approximate based on data dependencies and other considerations.  This schedule is an example of typical availability. This schedule assumes we receive annual data files the same time each year and that data collection process completes on time.

Real World Data View Example:  Enrollment Dashboard

Districts enroll students using the Wisconsin Student Locator System, or WSLS.   A student is entered into WSLS with a start date equal to the first day that they begin receiving instruction in the school and an end date equal to their exit date from that school.  The Current Data View will show the number of students enrolled through WSLS where their start date is on or before the 3rd Friday of September date for the current school year and their end date is after the 2nd Friday of January.  This count approximates the 3rd Friday of September and the 2nd Friday of January enrollment counts.  The Certified Data View shows No Data Found for the current school year until ISES data are finalized and published.

Districts then submit enrollment information through the ISES Count Date collection during the fall of the school year. The data is validated statewide before being loading into the data warehouse, typically in January of the current school year.  This data is the Certified or Official 3rd Friday of September enrollment counts for a District/School which should be used by DPI and school staff needing the “official” enrollment counts. Certified 2nd Friday of January enrollment counts are not available until the ISES Year End collection for the applicable period is published - typically over a year later.
